F/P Elquines didn't unlock

On my F/P Mage ManieLens I have spoken to the 4th job instructor to unlock all my skill and the skill Elquines did not unlock from them. The only other way to unlock it is from a pq with an I/L mage but they have no reason to help me because they already have their class equivalent skill (ifrit) unlocked from the job instructor.
