Household IP Whitelist inconsistent

Whitelist for daily activities shared with another household member are not consistently working. At around 8:30 server time, I did the some of the daily quests and accepted all of the weekly quests on my account. at 18:30 server time, I logged in and checked my kill counts for the daily and weekly quests and it says I haven't accepted the daily quests and that the weekly quests are already locked to the account of my other household member. I think the server is getting our computers mixed up instead of tying the daily and weekly activities to our accounts. Edit: For what it's worth, I did change the order of my characters in the launcher menu before logging in and seeing that it was not working as intended, I don't know if this had any impact because character names were a required detail for applying for whitelist
