Vega's Spell (60%) not working on 60% Belt Scrolls

I believe I found a bug regarding the 60% belt scrolls. I recently spent 200 Perfect Pitch to buy these scrolls, but when I tried to use a Vega's Spell (60%) on them, I got an error message saying I couldn't use it. This doesn't make much sense, since Vega's Spell is supposed to work on all 60% scrolls.
