[Wind Archer] FA and Bow Expert not working as intended

FA and Bow Expert not working as intended Description: FA doesn't work when it's activated. No extra procs or extra lines or anything. Unless I'm understanding the description incorrectly? Skill changes says that Bow Expert should be +20 WA at max level, but mine only shows +10. Steps to Reproduce: 1. Activate FA and attack Expected Behavior: FA should have an extra proc or attack I believe. Bow Expert WA should be +20. Actual Behavior: Nothing happens when FA is active.
