Wind Archer's touch of the wind not castable from rope

Description: The buff "Touch of the Wind" (3rd Job) cannot be casted if character is hanging from rope, which is the common method for reducing the backswing of casting buffs. Steps to reproduce: 1. Hang from rope 2. Try to cast Touch of the Wind Expected behavior: Buff should be casted Actual outcome: Character does not cast the buff
