Bring Back Level 200 Server Announcements

I'd like to suggest bringing back the server announcement messages for when a player reaches level 200. Even though the max level isn't 200 anymore, hitting it is still a big milestone. It's really nice for the community to see those messages so we can congratulate the players who manage to reach it.
