Change Quest and Monster Book back to account wide for Ironmen

As it stands, its miserable that you have to do 1000 quests on every single character if you play as an ironman, it kills any chance of making multiple characters, 1000 quests is way too much to have to repeat several times if you like playing multiple characters.
