Ice Lightning Lightning Spear

Could we potentially make (Lightning Spear) this skill as viable as ice strike( 3rd job) where maybe it hits 3 -4 enemies with 3 lines to train versus how ice strike works. This would allpw 3rd job to train on lightning weak enemies. Ice strike can freeze so perhaps make this skill a little stronger with no status effrct but ignores defense
