Increase the drop rate of quest item

This is quite specific but would it be possible to increase the drop rate of this quest's items (Dr. De Lang's Notes). Currently it's dropping at 12% from an area boss with a respawn timer of over 1 hour. Have been sitting on this quest for a while because I couldn't get it to drop.
