Remove the 1 minute timer on the Rien boat

Basically the title. The boat from Rien to victoria island puts you in a 1 minute boat ride while (almost) every other transport method teleports you instantly as the boat travel times have been removed. Removing the timer would bring the Rien boat in line with the rest of the changes to the game.
