Stop adding HS to events and gm buffs

Suggestion Title:Stop giving people free HS Description of Suggestion: Bishop damage is already not working properly and low as heck Why Do You Think This Is Needed? Make bishops wanted in parties, why not add se/si to event and GM buffs too? makes no sense OR make bishops HS higher % than event hs, then people will still want us in groups Possible Downsides or Obstacles: Gonna get some hate but 2hour HS is insane can't even find parties when event HS is casted. Additional Notes/Comments: Until bishop damage is fixed, at least make us more useful than hsh leechers in VL/emp
