Unbind Zak, Scar, and Targ hats for new players

## Description of Suggestion:Make these helms not binded on pick up, orinstead bind on EQ. As the server matures, people will prob just NPC these or toss them away, and they are generally helpful for newcomers to progress. I'm aware we can get SOKs from the cash shop, but this just adds barriers to people who just want to dump the helms. Making it freely sell/trade-able simplifies this process. ## Why Do You Think This Is Needed? Helps new players, minimizes the burden of the donator. ## Possible Downsides or Obstacles: May reduce people's interest in bossing if they can buy the helms, but I'd argue they have to boss in the future for PB/HT/VL and this just helps them do the earlier bosses easier. ## Additional Notes/Comments: I love lamp
