Up Essence of Time (Deep Ludi etc) Drop Rate

Comparing it to the Snowflakes from El Nath and the Draconic Wrath Thingies from Deep Leafre, they are shockingly lower in terms of drop rate. I think they were only 4% per kill vs Draconic's 30%?
